Yes. It's fairly easy. Just read the manual.
DO NOT USE /dev/modem WHILE MGETTY USES /dev/ttyS1.
IF MGETTY RUNS ON /dev/ttyS1, ALL OTHER PROGRAMS **MUST** USE /dev/ttyS1
AS WELL.

the lock file will go away after the initialization succeeds. If the
initialization does not succeed, there might be an error, and you should
see this in mgetty's log file.
