That was the problem.  Thank you, Gardner.

I was still using my old voice.conf which came with version 1.1.9.  In this 
version, there was no "phone_group" at all.  So it must default to "phone" in 
the code.

I set up the new voice.conf, re-made my customizations, put in the "uucp" 
group, and now it works just fine.
