Anther sendfax problem with USR 56 k

I'm having a very similar problem with USR Sportster 14.4 V.32 Fax Modem. 
Using efax from Linux 2.0.30, setup string

efax -d /dev/cua1 -l "+1 406 999 9999" -o 1 -i "ATZ+FCLASS=1" -c "0,3,
0,0,0,0,0,0" -h "Test fax from Bob Worthy page %d of %d" -x
/var/lock/LCK..cua1 -t "T4439999" testout.*

the call gets through the following:

efax: 28:16 sent TSI - caller ID
efax: 28:17 sent DCS - session format
efax: 28:22 Error: wrong response after waiting
efax: 28:22 local   196lpi  9600bps 8.5"/215mm 11"/A4 1D    -     -  0ms
efax: 28:22 remote  196lpi  4800bps 8.5"/215mm  any   1D    -     -  0ms
efax: 28:22 session 196lpi  4800bps 8.5"/215mm  any   1D    -     -  0ms
efax: 28:22 local   196lpi  9600bps 8.5"/215mm 11"/A4 1D    -     -  0ms
efax: 28:22 remote  196lpi  4800bps 8.5"/215mm  any   1D    -     -  0ms
efax: 28:22 session 196lpi  4800bps 8.5"/215mm  any   1D    -     -  0ms
efax: 28:22 Error: no command/response from remote
efax: 28:26 Error: timed out after command:  +FTH=3
efax: 28:31 Warning: timed out after command:  H

and then in response to DCS, whatever that is, the session errors out.  I've
tried this going to two different fax machines separated by several miles, and
get identical results.

Must have a common problem?
