mgetty should use autoconf and automake

It is no probleme to make it go by operating system type too.
You can enter that in the autoconf specification for systems 
where you know where the lock files are located, for other systems
you can't do better than guessing.

IF you whant to get some help to write a autoconf and aotomake
specification, I can help you with that. I can write an initial
specification.
