+FHS:25 means "I tried three times to send a page, but the remote end just
wouldn't accept it".  Usually meaning "I botched the pre-page handshake
very completely" (I have seen this error code only VERY rarely for other
modems, but reliably under certain circumstances for the USR Courier, and
very very very frequently for the USR Sportsters.  Judge for yourself).
