I'm working on that.  For example, most things that are set in policy.h
can already be run-time configured (except flow control, which is dumb,
but a bit hairy to cleanly integrate).  FAX_SEND_IGNORE_CARRIER has
already disappeared from policy.h in 1.1.16.

I don't want to make the lock file paths run-time configurable, though.
Too much potential for "breakages".
