You don't happen to be using mgetty 1.1.9 or previous on a Linux system
with GNU libc 2.x (RedHat 5.x, for example)?  Those have problems with
timeout signal handling, and it looks exactly like it -- the signal is
received, but the read() function is not interrupted properly.

Upgrade to 1.1.16, and the problem will go away.
