I have a USR Sportster 33.6. In my case, when the modem mode goes
from voice to data CID is set back to 0.

It could be that after you initialize the modem with CID=1, vgetty
will set CLS=8, does its initialization of the voice mode then go
back to CLS=0. This could make CID=0 despite the initialization
string.
