If I remember the old mailbox days right, these behaviors occured:

- After a failed call some modems answered "Call barred" or "Call delayed"
There had to be no dial command within the next 60 or 90 second, otherwise
the time was extended.

- Other braindead modems disabled 60 seconds after each attempt the dialing
function.

- Modem simply answered "Busy" (i.e. Zyxel 1496 EG, if I remember correct)

But all modem manufacturers had a, in these days, non-documented command to
switch this off.
(i.e. Creatix: at%TCB)

I meant: "Try to find the string to disable "Wahlsperre"

And burn it into the modem with at&w or at&w0
