Hmmm. I thought that this is only valid after a failed call?  Anyway,
look at how the USR Courier does this - in case of "Wahlsperre", an
ATD command is answered first with "WAITING", and after the time is over,
the dial command is done.  That way, you obey the rules without hurting
programs.

But you *might* be right...
