Phoebe modem with vgetty?

 I recently purchased a Phoebe external 56k modem, and I've been trying to
get vgetty to work with it.  After what appears to be alot of initialization
in the log file (I had it at debug 6) I get the following:

I know that this modem has voice capabilities, it just seems that the modem
isn't responding properly.  I'm not sure about the voice command set, so is
there something I have to set?  Or does this particular modem just suck?
