It's the same here in New Zealand and probably everywhere. I bought two
different modems claiming to be class 2 before I finally hit upon one that
really was. The two bad modems were KTX and Dynalink. The one that finally
turned out to be truly class 2 was a US Robotics Sportster which has been
working perfectly for fax ever since (despite all the problems other
people seem to have with this model).
In the case of the KTX modem I returned it as soon as I discovered the
problem, but I was unable to find the address of KTX to complain about the
problem. In the case of the Dynalink I was able to contact Dynalink and
they apologised about the error and promised to fix it in the next release
of the manual. By this time the shop was pretty tired of my endless
problems (though none were my fault at all) but I got it sorted out in the
end when the shop kindly replaced the faulty Dynalink with a US Robotics,
at no extra cost IIRC.
So, if you're buying a modem, only believe it's class 2 when you've seen
it working...
