vgetty and uid/gid/mode?

Something which is on my TODO list is to make so that vgetty runs as
a non priviledged user. After all, as soon as the modem device is opened,
you don't need root. And complex beasts like mvm have to be run as root
for now, and this is bad (it's not sufficient to run mvm not as root
if the file access in vgetty is done as root anyway).
