generating Tiff/PNM page break tag when concatenating fax pages

Hi,
I'm using a variant of the second new_fax example for e-mailing rec'd
faxes to a "fax master".
Rather than keep the pages as separate tiff files, I'm concatenating
them with pnmcat. The problem is, the end user (in this case) doesn't
want one long image, he wants it to page in his viewing software. He
showed me his current faxing software, that generated pcx files that
have embedded paging information. I'm not too familiar with imaging
formats, but I do know that tiff files support embedded paging
information.
Would there be a pnm or tiff file that I could concatenate between each
page that would signify a page break?
Any ideas on an easy way to accomplish this?
