First, I'd say it's unlikely to be a memory problem (why should it?) -
memory problems manifest differently.  Things do not stop working, they 
get slooowwww.

Then, it could be a generic modem problem (cheap modem) or a driver bug
(make sure you use the latest comtrol drivers).  If all modems show
the same kind of problems, it's unlikely to be a bad modem or a bad serial
cable.
