Make sure that modem register S0 is set to "0" (ATS0=0).

... though this is not really "immediately hanging up", this is more a
case of "my modem doesn't like your modem", which is just a very common
effect if some settings are incompatible, etc - try resetting both modems
to factory defaults and connect using "minicom" (wait for RING, type ATA,
see what happens).
