limiting Fax receive speed

Hello.

I am using mgetty to receive faxes. My modem is a 3Com 56k w/o 
fax memory.
Some fax machines have shown problems connecting to my modem
with 14400 (V17?). How do I limit the reception speed of my
modem? It should send with 14400 max speed but should receive
with 9600 max.
I cannot find a register setting or AT commands to do that.

My modem: U.S. Robotics 56k Voice EXT Rev. 12.1.1
mgetty:   experimental test release 1.1.19-Nov24.
