Different connection speeds on one line?

Your modems are certainly not capable of "38400".  There is no such data
transmission standard.

Obviously, the connection speed that you are seeing is the rate between 
computer and modem.  So set "speed 38400" on the Linux side, and you will
get "CONNECT 38400"  - set "speed 57600" and you will get even higher
values.

As long as the DTE speed is higher than the line speed, these values are
pretty meaningless anyway...
