Different connection speeds on one line?

One of my dialin users sees "Connected at 38400" on his Macintosh screen but 
when I look at the log on my Linux server, I see "connected at 19200".

How can this be?

The modems at my end are all capable of 38400 (and typically use that for 
outbound calls).
