vgetty not BEEPing on demand

I am having trouble with my USR Sportster v.90 voice modem and vgetty
(from mgetty-1.1.20).  Here is what is happening:

 - I can run vgetty w/o a call_program and it plays my message, beeps,
and records.
 - when I run a call_program I can play a message and record, but
beeping does not work.  
 - I've checked the logs for differences and I didn't find any
different modem commands listed.  The same command is sent to the modem
by vgetty w/ or w/o the shell script.
 - When I try turning on enable_command_echo my shell script doesn't
work at all.  Errors are sent from the modem.

Has anyone encountered this problem before?  I remember this working
when I first for this set up.  I found this happened after my welcome
message file got corrupted somehow.
