Are all Rockwell chipset voice commands the same?

AFAIK, "it depends". If you use the Rockwell controller chip, you'll get
the "standard" Rockwell command set, with all its bugs. If the vendor
(like, for example, ELSA) will make and program their own controller chip,
then they may opt to use a different command set, which ELSA does.
