The Billy Gates crowd turns their computer on, sends a fax, and turns
it off. These modems do not have to operate flawlessly for extended
periods of time, like weeks and months without a power cycle, or even
a reset. Unix systems stay up around the clock. I don't turn off my
computer, any more than I turn off my refrigerator. If a modem is
glitchy, it might work fine for a few hours each day. Then it gets
turned off. When it gets turned on again, the modem gets a fresh
start. This usage pattern can hide a lot of glitches. These modems
are almost entirely used to originate calls. Only rarely to they
answer calls. Hence, the vendors work on getting originate mode to
operate acceptable, but almost ignore answer mode. The Zoom 14.4 is a
case in point.
