Huh? This is interesting. The modem does not have fax!! (Or, at least, it
does not have class 2 or class 2.0 fax -- which makes it unusable for
mgetty).
This is *especially* interesting because it is the very first modem I have
seen so far that responst to "ATI" with "33600" and does not support these
fax command sets.
Oh, cruel world.
Could you send me (cut'n paste from minicom or so) the output of ATI,
ATI1, ATI2, ... ATI9? Maybe I can add some more logic to recognize these
kinds of modems...

Get a different modem. You won't be able to receive faxes under Linux with
this modem (with mgetty). You might have luck with efax' or hylafax'
"class 1" interface, but these are problematic because of timing
restrictions -- you might want to look anyway.
