vgetty error -- help

Hallo, who can give me aid?

I tried to install vgetty after successfully installing
mgetty. Unfortunatelly I even cannot call vm to record or play
files. There is an error in the log file that I absolutely do not
understand (I called vm as root to avoid any permission failures):

What happend? Who knows a good installation guide to vgetty? There is
not even a README (with contents about how to install) in my distribution.

I did a

make all; make vgetty; make install; make vgetty-install

in the mgetty directory. Previously I adapted policy.h to my
defaults. Compiling was OK. I then configured 
(sendfax.config, mgetty.config, vgetty.config). My modem is a creatix
14400VF. 

I think that it is a very silly mistake that I did. Who knows the mistake?
