reveiving v17 faxes

I'm using mgetty-1.1.2 on UltraSparc 1 under Solaris 2.5.1. The
modem is a ZyXEL 1496.
In the log_mg.term-a there's a line saying:

04/02 xx:xx:xx m/a WARING: DSR off - modem turned off or bad cable?

What does it means? How can I get rid of this msg?

If I try to connect in the V17 mode, the modem picks up the phone
and that's it. What's the matter?
