mgetty and BSDI 1.1

Well, I got mgetty working under BSDI 1.1 fairly easily, or so
I thought.

There seems to be a problem with controlling terminals.  Any logins
that occur using mgetty end up without a controlling terminal.  This
is a problem because things like SIGHUP don't get delivered to the
running processes.

Has anyone seen this problem?
Does anyone have a solution or at least a place to start looking
for the cause?

BTW, this is mgetty-0.19.
