As I suggested in my last message, try dialing into the modem from
an ordinary phone, and see if it clears the problem.  In my case,
mgetty is continually cycling because it can't get the modem's attention.
When I call the modem with an ordinary telephone, mgetty will be merrily
trying to gain the modem's attention with DTR/+++, while the modem spits
RINGs at it.  mgetty doesn't try to pick up the phone because it doesn't
think the modem is initialized yet.  Then I hang up the telephone.  And
the next mgetty cycle works, and the modem starts working normally again.

It's not been too critical to me because when the modem goes snakey
it'll get another dialin attempt that clears the problem reasonably
soon.  I suspect that the modem has been doing this a lot more than
I think, but that subsequent callins are clearing it before I notice
the modem is hung.

My Zyxel contact suspects that the modem has no timeout on EDR
detection sequence, and isn't listening to the RS232 line or
call presence during EDR detection either.  So, if the attempted
call drops during EDR detection, the modem will hang solid waiting
for something that never occurs.  Power cycle will clear it.
Or, another incoming call will clear it because it allows the modem
to finish the EDR listening sequence.

This occurs even if you don't have EDR enabled, because the modem
is listening anyways.

I mentioned CND last time, but I don't think that has anything to
do with it.  It did this before I started using CND.
