This is something different - in your case, the user successfully logged
in and dropped the line later.  In my case, this is before carrier
came up - indeed, before the modem went offhook.

In your case, I'd suspect you didn't have HUPCL on, CLOCAL was on or
something like that.  If CLOCAL is on, a carrier drop won't be noticed
by the computer.
