vgetty changes

Hello,

There were quite a few changes to vgetty since the last release,
Gert will probably release a new mgetty test release sometime this
week which will contain these fixes.

Vgetty will now do fax-only answer if it gets the
DIST_RING_FAX or if data mode is disabled via /etc/answer.*.

extended the voice utilities so that they can be used for
implementing a voice mailbox.

zplay now has two new flags:

-C : read a multi-digit DTMF command and print it on stdout
     (`*': start over, `#': finish)
-D : read one digit and print it on stdout

Both of these features work in recording and playback mode now.
The timeout flag (-T) is now honoured in playback mode to give 
people some time for typing their input.

vgetty now treats a digit received while playing the greeting
message as a one-digit dtmf command and calls vg_dtmf.

extended the vg_dtmf script as an example for using these
features, it will play voice messages as prompts and allows three
tries to get the correct code for remote message playback.
