Make sure that you get the locking right - pppd must create a
'/var/spool/lock/LCK..cuaa1' file, otherwise mgetty won't release the
tty.

This can be seen very clearly: there is no pppd lock file, thus mgetty
tramples on the connection, assuming it's an incoming RING.
