Most likely, this means "do not tell anybody that the phone RINGs, just
listen silently for a fax or data tone. If you see one, send RING".

Should be done automatically. Just at "AT#CID=1 OK" to the end of your
modem init sequence ("init-chat" in mgetty.config).
