No, the level is high enough. I would blame the modem. Please note,
that the errors happen during the mgetty initialization, so I assume
the modem didn't properly reset. You can try to set a longer time for
toggling the dtr line. Maybe the modem needs some seconds for the
reset. Apart from that, no clues. Looks like a firmware problem.
