Do you mean Lambda's noisy/quiet option?
If that's what you mean all you have to do is put a choice on login where
they want to go, if they want to be with other people or put into a quiet
room.
What you're describing, though, seems more like a telnet problem; when you
start typing, then text scrolls your screen, you can't see the first half
of what you typed.
Since MOO is line based rather than character based, the MOO can't read
what you just typed and spit it back at you like some clients do; it might
be more advisable to tell people to use mud clients to connect.
