Possible minor queued_task_limit bug
I've noticed that even if a user's queued_task_limit is 0 (I did this with
$no_one), eir programs can still fork off or suspend a single task. This
appears to be because check_user_task_limit in tasks.c will return true
if the user's task queue does not exist.
