not loading forked tasks

MOOSE just got fork bombed.  (Ah, 12 year olds....)
I didn't have $server_options.queued_task_limit set (Ooops.)

Loading the db gets an out of memory error when it's loading the forked and
suspended tasks.  I heard a rumor there's a way to tell the server not to load
tasks from a particular user id.  Is there?  How does it work?

(Hand-replacing the forked task code with just "return;" and
rebooting in emergency wiz mode didn't do the trick, FYI.  Still got
a memory error while reading in forked tasks.)
