Never!  I will valiantly protect my right to shoot myself in the foot. . .

Seriously, though, someone making a quota and $recycler system from scratch on
a Minimal.db system might feel the need to recreate all the objects, which
would involve toasting #0.  The MOO will work fine without it, it is just
rather difficult to log back in if one is disconnected.
