Verb Question

I can't seem to dredge up my memory, but when the server goes looking for 
verbs it follows what sequence to seek the verb's location.  I seem to 
remember, simplicially stated, it ran this way:

caller (i.e checks all the verbs on the calling player)
caller.location
caller's feature objects
caller.location.contents

W/o getting too specific, is this the right sequence?
